Military trial of civilian former mayor in North Caucasus

The Military Court of the North Caucasus District has convicted Said Amirov, former mayor of Makhachkala (the capital of Dagestan), of complicity in the murder of a senior investigator of the Russian Federation Investigative Committee (a law enforcement agency) and an attempt to shoot down an airplane carrying another Dagestani official.

Why should Amirov, a civilian, have been tried in a military court?
